Incident Command System

Capital Health, Edmonton and area has implemented a regional command and control system based on the Incident Command System (ICS).

Embedded in the Regional Emergency Coordination Centre Plan  (RECC)  the temporary emergency management model (ICS) provides a comprehensive emergency management model that is recognized internationally, recommended by coordinating agencies such as CDC and Health Canada, and is used by Capital Health partners for responding to all hazard emergencies and disasters. This model and plan ensure the development of a strong, centralized coordination capacity to facilitate a collaborative response across, and among jurisdictions.

The Incident Command System is predicated upon a certain standardization of operating procedures with the compatibility of emergency operations that can link to Health Canada's emergency operations, provincial systems, and local systems.  The system also meets the CSA standard for emergency preparedness programs, and the Canadian Council on Health Services Accreditation – Emergency Management Standards.

The system provides for a robust, sustainable, and flexible system based on leadership and coordination.

Capital Health Office of Emergency Preparedness is changing the Incident Command System (ICS) and Emergency Operations Centre (EOC) courses that we are providing effective April 1, 2007.

A new Introduction to Incident Command System is now available for all Capital Health and Caritas personnel. This is a very short course designed to be used as part of an orientation program.

The ICS 100 course will no longer be classroom based. It will be a self study prerequisite to the ICS 200 and EOC courses. Students must read the ICS-100 Healthcare document and then complete the ICS100 HC Final exam. Once the exam is completed, it is to be forwarded to: Program Assistant, Office of Emergency Preparedness, Main Floor, West Tower, Coronation Plaza, 14310-111 Street Edmonton, AB T5M 3Z7 for marking. A certificate will be mailed to each student upon successful completion of their exam.

The ICS 200 course will remain a two day course (classroom) and the target audience is anyone that could be called upon to be an Incident Commander. Examples would be Patient Care Managers, Charge Nurses and Security Officers. The ICS 100 will be a prerequisite.

EOC Training

The EOC course will be a one day classroom course. This change combines the .5 day Level 1 (Introduction) and 1.5 day Level 2 (Basic) into a health authority oriented course. Participants for this course are site/sector executives, directors, managers and clerical staff that may be called upon to work in an EOC during any event. The ICS 100 will be a prerequisite for this course.

This training agenda compliments the City of Edmonton and University of Alberta emergency preparedness programs and meets the intentions of the Environmental Protection Commission Wabamun Report and Alberta Energy Utility Board's revised regulations.
